Historic relics are the treasures of history and culture, which symbolize the development of nations and the progress of human civilization. Preserving historic relics and the inheritance of historic and cultural legacy are the ethic of the Chinese nation. Dating back to the Warring States Period, our ancestors regarded historic relics as important as social etiquette and rules. According to the “Zhuochuan in Heng-gong 2nd Year”, a well-known Chinese historic book, ethics means thrift to a certain extent and behaviour under certain limitations. Cultural relics are preserved by rules, as statement is regulated by announcement. This can be applied to restrict the performance of government officials. The function of the rules have been placed to such a high profile for regulating the performance of the government officials, that cultural relics have attracted public attention. Therefore the officials are afraid of and disciplined by rules and regulations. The function of historic relics has been placed onto the position to regulate the government officials. After the establishment of the new China, the Communist Party and the Chinese Government have attached great importance to the preservation of cultural relics. After the third plenary session of the11th National Congress of the Communist Party of China and the “Historic Relics Law” was promulgated, there are laws to control excavation, protection and utilization of historic relics. Many historic relics which were lost or seriously damaged have been recovered, and are now maintained and protected. Many old buildings and old tombs have been listed as historic reserves to play more important roles.
Luoyuan County has a long history and is rich in cultural relic resources. The establishment of Luoyuan museum has not only established three independent institutions in the cultural sector to separate museum from the culture center and library, but also created favourable conditions for protecting cultural relics. The new museum has been equipped with high tech security facilities and modern research site, to provide a safe shelter for cultural relics. In the meantime, we have regulated research and excavation of cultural relics into normal, professional and legal practice, through employing professionals, and setting up and optimization of management systems in the museum. As a result, the old and valuable cultural relics still radiate the vigour of their youth and continue to make contributions to the development in all sectors of Luoyuan County.
